Universities have to invest in new programs to differentiate themselves from others. In this study we developed a Program Design Scorecard (PDS) which can be used to develop study programs at universities for planning and implementing study programs innovatively and effectively using a structured requirements analysis for managing the program launch and the program itself. How to apply the PDS was shown in the example of a management information systems (MIS) PhD program.
