Electronic government incentives have made a significant contribution to the modernization of administration and its processes as well as its customer oriented services. Nevertheless lots of governments could not reach a high performance level. In this study the high performance organization (HPO) approach was applied for governments and their agenciesfocusing on the key success factors for HPO and guidelines developed for governments to become high performance organizations.
