Article Citation Count: 0The 1921 Constitution and Beyond: Any Inspiration After 100 Years?(Istanbul University Press, 2022) Arat, Nilay; Topukçu, A.The 1921 Constitution has mostly been considered as a unique piece of legal document in Turkish Legal History with regard to the time it was written, the conditions under it was created, the necessity it touched and the era it changed. The 1921 Constitution had been assessed by scholars, bureaucrats, politicians and lawyers in different times from distinct perspectives. It has got special attention lately as regards to the discussions on constitution-making processes. Even after 100 years, many of its features inspire today's constitutional discussions as the 1921 Constitution touches even today's sociological, political and legal needs. In this context, this paper aims to assess the 1921 Constitution first by pointing out the unique features; then, gives try to answer a question posed whether the 1921 Constitution is a constitution itself, or not. This trial is done under the double constitution period discussions and by pulling out the deficiencies of the 1921 Constitution. Subsequently, the box of inspirational touches of the 1921 Constitution to 100 years beyond is opened. In that sense, it has been found that the understanding of sovereignty that brings it down to its origin “earth/humankind”, the idea of local democracy and the vision on fundamental rights and freedoms that open the door to modern understanding of rights on this part of the world, could be drawn/inherited for today's constitutional making processes. © 2022 Istanbul University Press. Grubumuzca daha etkin, tersinir ve az yan etkili yeni bir MAO inhibitörü (SH2U bileşiği) sentezlenmiş ve bu bileşiğin insan MAO enzimini (hMAO) inhibe etme yeteneği incelenmiştir. Ayrıca bu yeni bileşiğin hMAO ile etkileşimi, moleküler modelleme çalışmaları ile detaylı bir şekilde araştırılmıştır. Sentezlenen yeni bileşiğin hMAO’yu kuvvetli bir şekilde yarışmalı ve tersinir olarak inhibe ettiği bulunmuştur. Söz konusu bileşiğin Parkinson ve Alzheimer hastalıklarının tedavisinde ümit verici bir ilaç etken maddesi olabileceği düşünülmektedir. Yöntem: 3’,5’-Dikloro-2’-hidroksi asetofenon ile p-tolualdehit’in metanol içinde KOH varlığında reaksiyona girmesiyle 1-(3,5-dikloro-2-hidroksifenil)- 3-p-tolil prop-2-en-1-on (3’,5’-Dikloro-2’-hidroksi-4- metil şalkon) bileşiği sentez edilmiştir. Daha sonra elde edilen bu bileşiğin etanol içerisinde geri çeviren soğutucu altında izonikotinik asit hidrazit ile muamele edilmesiyle [3-(3,5-dikloro-2-hidroksifenil)-5-p-tolil-4,5- dihidropirazol-1-il] (piridin-4-il) metanon bileşiği sentez edilmiştir. Yapısı doğrulanan bu bileşiğin hMAO enzimi ile etkileşimi, ticari tayin kiti kullanılarak fluorometrik bir yöntemle incelenmiştir. Ayrıca, söz konusu yeni bileşik ile hMAO arasındaki etkileşimler, moleküler modelleme çalışmaları ile aydınlatılmıştır. Bulgular: Sentezlenen bileşiğin yapısı, IR, Mass, 1H-NMR ve elemental analiz yöntemleri kullanılarak doğrulanmıştır. Yapısı doğrulanan bu bileşiğin etkin, seçici, tersinir, toksik olmayan bir hMAO-B inhibitörü olduğu ve inhibisyonun yarışmalı olduğu görülmüştür. Moleküler yerleştirme programı kullanılarak bileşiğin hMAO-B enziminin aktif bölgesinde hangi amino asit yan zincirleri ile ne tür girişimleri yaptığı belirlenmiştir. Sonuç: Yeni sentezlenen SH2U bileşiği, hMAO-B enzimini kuvvetle, seçici, yarışmalı ve tersinir olarak inhibe etmiştir. Sentezlediğimiz bileşik, bilinen seçici ama tersinmez MAO-B inhibitörü olan selejilin’den daha etkin ve seçici, tersinir olarak hMAO-B enzimini inhibe etmiştir ve Parkinson ile Alzheimer hastalığı tedavisinde kullanılabilecek bir ilaç etken maddesi olarak ümit vadetmektedir.Article Citation Count: 0Adaptation to nocturnal intermittent hypoxia in sleep-disordered breathing: 2,3 diphosphoglycerate levels: a preliminary study(2002) Öztürk, Levent Mukadder; Mansour, Banu; Pelin, Zerrin; Çelikoğlu, Firuz; Gökhan, NuranAn inexpensive method for determining significant sleep-related hypoxemia would be beneficial for patients being investigated and treated for sleep-disordered breathing in order to distinguish hypoxic patients from those without nocturnal hypoxemia. Since 2,3 diphosphoglycerate (DPG) which profoundly affects dissociation of O2 from hemoglobin is an instrumental substance in determining the O2 affinity of blood it becomes important to consider in what extent the nocturnal intermittent hypoxemia may change the levels of 2,3 DPG. In this study we tested the hypothesis that 2,3 DPG levels of hypoxic SDB patients may be higher than that of nonhypoxic SDB patients and normal controls. Fourteen SDB patients were participated the study seven with hypoxia (hypoxic group) who spent more than 10 minutes during sleep with SaO2<90% (mean 71 minutes) and seven SDB patients (nonhypoxic group) who spent less than 10 minutes during sleep with SaO2<90% (mean 6 minutes). Seven healthy non-smoking subjects were included as a control group. After giving informed consent all participants underwent a venous blood sampling performed between 07:00 and 08:00 a.m. Blood 2,3 DPG levels were measured by using spectrophotometry. 2,3 DPG levels were 1.84±0.44 1.68±0.18 and 1.71±0.11 mmol/mL in hypoxic nonhypoxic and control groups respectively (p>0.05). In conclusion to our knowledge this is the first study that has evaluated 2,3 DPG levels in hypoxic and nonhypoxic types of SDB patients. Chronic intermittent hypoxia which is entirely a different entity from sustained hypoxia did not lead to increases in 2,3 DPG levels in both hypoxic and nonhypoxic SDB patients.Article Citation Count: 0Aluminum accumulation in treatment using submerged membrane electro-bioreactor of young landfill leachate: Statistical analysis(Environmental Research & Technology (Online), 2020) Kurtoğlu Akkaya, Gülizar; Ayvaz Çavdaroğlu, Nur; Bilgili, MehmetHerein, landfill leachate containing high amount of organic matter, which is quite difficult to treat, was first treated using the new submerged membrane electro-bioreactor (SMEBR) system. Aluminum (Al) electrode was used for the treatment of leachate in the SMEBR and Al accumulation was detected. This study aims to examine Al accumulation in the treatment of leachate with high organic content in the SMEBR system. The Al values obtained were plotted on a graph using MS Excel, and Mann–Whitney U test was used to determine whether there is a statistical difference between the observed Al values. Also, correlations between Al accumulations and conductivity and TOC in SMEBR and SMBR were evaluated. Resultantly, it was found that relationship between Al and conductivity is very weak, correlation between Al and TOC% is a weak-moderate, the Al accumulation in the SEMBR has a linear relationship with time and there is a very strong correlation between the two variables (R2= 0.7591). Its correlation with time in the SMBR is moderate (R2= 0.3316). Based on ethnographic fieldwork the article finds that research participants embrace three interdependent mobilities - imaginative corporeal and virtual. First Moroccan television viewers imaginatively internalise images of Turkish society through Turkish programmes broadcast in Morocco. Then Moroccan nationals engage in physical travel to Turkey initially as tourists but later also as job seekers. Finally Moroccan residents of Istanbul travel virtually to keep in touch with friends and family through media such as online platforms and instant messaging applications. The new method automatically yields the matching network topology with characteristic impedances of the commensurate lines. In the implementation process of the new technique first the driving point impedance data of the matching network is generated by tracing a pre-selected transducer power gain shape without optimization. Then it is modelled its it realizable bounded-real input reflection coefficient in Richard domain which ill turn yields the desired equalizer topology with line characteristic impedances. This process results in an excellent initial design for the commercially available computer aided design (CAD) packages to generate final circuit layout for fabrication. An example is given to illustrate the utilization of the new method. Blood sampling for CRP measurement in patients undergoing PCI: 116 consecutive patients who underwent single vessel PCI were evaluated. Exclusion criteria were multilesion PCI, total occlusion, left ventricular ejection fraction < 30%, left bundle branch block and intercurrent inflammatory conditions known to be associated with an acute phase response. Major adverse coronary events (MACE) were defined as the occurrence of death, fatal or nonfatal myocardial infarction, and need for coronary artery revascularization with either bypass grafting or repeat angioplasty. End-points were assessed at hospital discharge, 30 days, 3 and 6 months following the index procedure. 62 (53%) patients had CRP levels < 0.5 mg/dl, and 54 (47%) had > 0.5 mg/dl. There were no significant difference in the occurrence of MACE in early in-hospital and 30 days follow up periods, between the two groups (0 vs. 5.5%) (p = ns) whereas the incidence of MACE after 3 months of the procedure was significantly different between the two groups (1.6 vs. 11%) (p < 0.05) and also after 6 months (9.5 vs 24.5%) (p < 0.05). The negative predictive value of CRP measurement is 98.4%. High levels of pre-procedural CRP show association with the higher incidence of MACE after 3 months of the follow-up period and negative CRP tests seems to have high predictive value to compare the patients who will be free of MACE after successful PCI. This study reports on an empirical study of SMEs in Turkey. Their responses were applied to a behavioural and information technology adoption framework which enabled the identification of areas where changes would be required for these firms to begin operating at a higher level of competence. The findings revealed significant scope for improvements on all strands of the diagnostic framework: attitude gathering location technology support IT systems support and finally use of intelligence-based output by decision-makers. The runoff coefficient defined as the ratio of the streamflow to the precipitation, plays a key role in the calculation of the surface water yield of water catchment areas. In this paper, we present the computation of monthly runoff coefficients for an accurate estimation of the yield of the catchment areas. We obtain statistical parameters for monthly temperatures and precipitation, based on 105-year data recorded at Istanbul Kandilli Observatory, modeled as Gaussian and Rayleigh distributed random variables, respectively. We run simulations to predict temperatures and precipitation over a horizon extending to 2100. We apply Turc's formula and Thornthwaite method to obtain monthly runoff coefficients based on long-term data. While the audits made by the Ministry of Health are generally about compatibility and medical controls, the financial information of the hospitals needs to be made by the external independent auditors and their impact on the general budget needs to be determined. In this study, the subject matter of financial auditing has been elaborated on within the specificity of the public health sector and evaluated as to whether the conducted auditing is effective in determining the mistakes in the financial information of the organizations. For the purpose of conducting the evaluation, the six-year auditing reports between the years of 2012 and 2017 of the Supreme Auditing Institution (State Audit Court) conducting the financial auditing of the public health sector regarding the Public Hospitals Administration of Turkey (Turkiye Kamu Hastaneleri Kurumu). The auditing reports are addressed within the framework of the types and numbers of findings determined by the State Audit Court, the responses that the Public Hospitals Administration of Turkey has given against those findings and the opinion of auditing. In the consequence of the conducted evaluation, it was concluded that the Court of Accounts was effective in determining the mistakes in the financial reports and increasing the correctness and reliability of the financial information of the Administration.Article Citation Count: 0Effects of Straits on Hydro-Thermal Performance of Small Bays(Turkish Chamber Civil Engineers, 2019) Ger, Ahmet MetinThe heated surface jet discharged into a bay which is connected to a larger body of water through a strait may experience bifurcation in the bay and stratification in the strait. The combined effects of bifurcation and stratification may lead to a substantially greater rise in temperature than the rise expected in case of unrestricted receiving body of water. In this study, the behavior of heated effluents discharged into bays with a restricted access to a large body of water is scrutinized experimentally by the help of a scaled physical model. Dimensional analysis leads to a new dimensionless parameter A(r), area restriction parameter, on which the difference between the excess temperatures at the inlet of the strait for restricted and free receiving mediums, Delta(Delta T/Delta T-0) is shown to be strongly dependent.Article Citation Count: 3Elasticity Study of PAAm-kappa C Composite Prepared in Various kappa C Content and Measured at Several Temperatures(Polish Acad Sciences Inst Physics, 2015) Evingür, Gülşen Akin; Pekcan, ÖnderPolyacrylamide (PAAm)-kappa carrageenan (kappa C) composite gels were prepared via free radical crosslinking copolymerization with various (w/v) percentages of kappa C in the range between 0.5 and 3 (w/v)% of kappa C . Elasticity properties such as stress strain and compressive elastic modulus S of these composite gels were studied in various kappa C content and at several temperatures. The content and temperature dependence of the compressive elastic modulus S of the swollen PAAm-kappa C composite gels due to volume phase transition were produced by using tensile testing technique. It is understood that the compressive elastic modulus was found to decrease up to 1 (w/v)% of kappa C and then increase by increasing kappa C contents at constant temperatures. The composite preserves the ability to undergo the volume phase transition and its compressive elastic modulus is found to be strongly dependent on the kappa C content and temperature. It is observed that the compressive elastic modulus increased when temperature is increased up to 40 degrees C and then decreases below this temperature for all composite gels. However PAAm-kappa C composite gel presented lower values for the compressive elastic modulus showing a minima at 40 degrees C for 1 (w/v)% of kappa C content gel.
