Article Citation - WoS: 11Citation - Scopus: 11Russian and Turkish Foreign Policy Activism in the Syrian Theater(International Relations Council of Turkey, 2019) Rüma, İnan; Çelikpala, MitatRussia and Turkey have been involved in remarkable redefinitions of their foreign policies while navigating through turbulent times in the Post-Cold War era. This has manifested in a search of being recognized as a great power. The tragic civil war in Syria has been the theatre of these ambitions of these two states in highly controversial ways. They have been on the opposite sides until recently on the essential question of the regime change in that country. The risk of a direct fight has even been observed when Turkish air force got a Russian jet down. However, a rapid rapprochement started due to Turkish priority shift from the regime change to the prevention of Kurdish autonomy and the alienation from US; and Russian enthusiasm to get the cooperation of an ardent anti-regime NATO member like Turkey. It can be said that Russia and Turkey have been more process-oriented than result-oriented because they have been compelled to see the limits of their power and influence. As a result, they seem to prefer to focus on the process since they seem to reach their primary objective of showing their salience. All in all, one can only hope for a peaceful and democratic life for Syrians whom tremendously suffered also as a result of an imbroglio of all these global and regional powers’ policies.Article Survey İnternational Relations Faculty İn Turkey: Teaching, Research And International Politics -2011[türkiye'de Uluslararası{dotless} İlişkiler Akademisyenleri E?itim, Araştı{dotless}rma ve Uluslararası{dotless} Politika Anketi - 2011](International Relations Council of Turkey, 2013) Aydın, Mustafa; Yazgan, KorhanFollowing the surveys which were conducted in 2007 and 2009 by the International Relations Council of Turkey Teaching Research and International Politics Survey 2011 was implemented in 2011 in cooperation with the Teaching Research and International Politics - TRIP Survey which has been carried out by the Institute for the Theory and Practice of International Re lations at the College of William and Mary in the United States since 2004. The survey aims to explain and understand the development current status and major characteristics of the In ternational Relations (IR) studies in Turkey its place in the global IR discipline and the views of IR scholars on major issues on the global regional and national agenda. This report aims to present the results of the survey comparatively at the global and national scale. The findings were organized in such a way to also test the argument that there is a functional core/periphery division in the world of IR according to which the Western core countries undertake theoreti cal knowledge production and other countries provide local expertise and data.Article Citation - WoS: 3Citation - Scopus: 5Sway on a Tightrope: the Development of a Mutualistic Relationship Between Turkey and Daesh(International Relations Council of Turkey, 2019) Bıçakcı, SalihThe Arab revolts have changed the regional balances. Syria is one of the particular examples of these changes. The shifting balances also presented ideal ground for the identities that have been suppressed throughout years. In addition to Al-Qaedah, new version of jihadism appeared at the stage which is known as Daesh. In this research, one intends to comprehend Turkey’s interaction with Daesh in the context of Syrian Civil War to shed light on the evolution of the global jihadism. Ankara has perceived Syria problem at first an opportunity to establish its domination over Syria later it turned into the web of entanglement relations which has changed Turkey’s a century long standing policy in the Middle East and initiated sets of reactive policies to handle the short term problems. The US and Russia agreed to suppress Daesh with the collaboration of various local groups. However, Daesh is far beyond being just a terrorist organization but a new version of the jihadist ideology which holds the remanences of prior jihadist groups.Article Survey of International Relations Faculty in Turkey: Research, Teaching and Views on the Discipline - 2009 [türkiye'de Uluslararasi I?lişkiler Akademisyenleri Araştırma, E?itim Ve Disiplin De?erlendirmeleri Anketi - 2009](International Relations Council of Turkey, 2010) Aydın, Mustafa; Yazgan, KorhanOne of the major weaknesses of the studies on the development of International Relations (IR) curricula in Turkey is the lack of systematic data on the characteristics history development and current status of the IR academia. In order to reveal research practices of academicians and how international relations is taught and how IR scholars perceive the discipline an online survey was conducted among the faculty members of the IR Departments in Turkey in June-July 2009. Scholars were asked to answer 55 questions about the IR curriculum courses research subjects and major theoretical approaches political attitudes funds language and types of publication academic journals universities the involvement of academy in policy-making process and nonacademic intellectual activities. The results of the survey indicates that IR studies in Turkey seems to be foreign policy oriented focus on Turkey and the big power policies and the discipline is under the influence of Realism.Article Turkey and the Caucasus: Transition From Reactive Foreign Policy To Proactive Rhythmic Diplomacy [türkiye Ve Kafkasya: Reaksiyoner Dip Politikadan Proaktif Ritmik Diplomasiye Geçiş](International Relations Council of Turkey, 2010) Çelikpala, MitatThe consequences of the August 2008 Russian-Georgian War have deeply infl uenced not only the Caucasus but overall global stability as well. Turkey as a regional actor which claims to follow active diplomacy in her region has also been directly aff ected. Currently Turkey has positioned itself as a regional actor with a 'new' political perspective and has responded to developments in order to give the events shape and to ensure stability in the region. This attitude has caused controversies. The Caucasus became an interesting example to monitor Turkish foreign policy implementations with mottos such as 'zero problems with neighbors' 'problem-solving country' and 'rhythmic diplomacy.' Turkey's policies and reactions to developments taking place in the Caucasus will help us to analyze and understand foreign policy objectives policy-making processes and the overall course of Turkish foreign policy. This study makes a comprehensive assessment of Turkey's foreign policy in the Caucasus before and after August 2008.Article NATO's emerging threat perception: Cyber security in the 21st century [NATO’nun Gelişen Tehdit Algısı: 21. Yüzyılda Siber Güvenlik](International Relations Council of Turkey, 2014) Bıçakcı, SalihWestphalian state system has been deeply affected from the civilianization of the cyber space. It is possible to see the traces of nuclear war and its competition in this new post-Cold War period. The contemporary threats against the cyber space and their vague boundaries could clearly be seen in the examples. Cyber attacks in this new security environment towards long lasting alliance NATO and its members are giving important clues for the future. In this article one discussed defensive measures of NATO for these new threats and the process which determined the cyber security strategies. Upon this cyber defense strategy NATO tries to level the cyber capabilities of its members and takes the necessary steps to achieve this goal. The Lisbon summit endorsed the preparation of a new strategy that includes cyber defense and protection of the critical information infrastructure.
