    The Changing Character of the Cyprus Problem in Turkish Foreign Policy: 2004-2020

    ÖZET Annan Planı ve Kıbrıs'ın Avrupa Birliği'ne katılımı, Kıbrıs konusunda Türk siyasi elitinin başlangıçta nasıl bir duruş sergilediğini gösteren önemli gelişmelerdendir. 2010'lu yılların sonlarına doğru gerçekleşen doğalgaz sondaj çalışmaları konuya ek bir boyut katmış ve son on altı yıldır Kıbrıs'a ilişkin Türk Dış Politikasının şekillenmesine katkı sağlamıştır. Türkiye'nin Kıbrıs'a ilişkin Dış Politikası, özellikle Annan Planı ve daha sonra görülen hidrokarbon keşifleri ile Türkiye'nin siyasi elitinin bazı dış "tehditler" doğrultusunda karşılaştığı iç zorluklar gibi bazı olaylar neticesinde önce güvenlik dışılaştırılmış, daha sonra güvenlikleştirilmiştir. Bu tez, bu durumu daha detaylı araştırmayı ve ardında yatabilecek sebepleri belirlemeyi amaçlamaktadır. Tez kapsamında Kopenhag Okulu'nun önemli bir kavramı olan güvenlikleştirme süreci, eleştirel söylem analizi yoluyla analiz edilmiştir. Bu yöntem, Türk siyasi elitinin söylemlerinin iç ve dış gelişmeler ışığında incelenmesine dayandırılmıştır. Bu tezin de gösterdiği gibi, Türkiye'nin Kıbrıs'a ilişkin dış politikası daha çok bölgedeki egemenliğini sağlamlaştırmak ve bir bütün olarak güvenlikleştirilmesi ile ilintilidir. İlgili dış politika aynı zamanda bir güvenlik sorununun Türkiye tarafından "inşası" ve aciliyetinin bir hayatta kalma meselesi olarak görülmesi ile bağlantılıdır.     The Cold War Origins of the Turkish Motor Vehicle Industry: The Tuzla Jeep 1954-1971

    With its automobile exports measured in millions of units annually Turkey has become one of the top automobile producing nations in Europe. The current state of the Turkish motor vehicle industry stands in contrast to its modest origins which can be traced back to the early years of the Cold War. In the 1950s a private company ventured into the business of assembling Willy's Jeeps in Turkey. The early developmental trajectory of the Turkish automobile manufacturing resembled the experiences of many other countries that resorted to import substitution to reduce foreign currency dependency for automobile imports. However it differed significantly from others in two ways. First it was not undertaken in response to a coordinated government policy but rather as a one-off private initiative. Second it was justified in the context of the Cold War military and strategic requirements. In other words it stands out among its contemporaries in terms of the prominence of military and defense considerations that shaped US and Turkish military views on a private venture during the Cold War. Although the Jeep assembly experience in Turkey ended in failure its products had remained in service in the Turkish Army for nearly 50 years surviving the Cold War and beyond. The experience also left its deep imprint on Turkey's pursuit of an indigenously designed and manufactured automobile.

    Bir dış politika anlayışı olarak stratejik özerklik, özellikle son yıllarda dünya genelinde siyasi ve askeri çatışmaların yanı sıra artan güvenlik endişeleri ile birlikte çeşitli devletlerin gündeminde yer almaktadır. Türkiye de bu doğrultuda dış politikasında güçlü bir stratejik özerklik anlayışı hedefleyen ülkelerden biri olmuştur. 2022 Rusya-Ukrayna Savaşı ve yıllar içinde Orta Doğu'da artan gerilimin ardından Türkiye'nin önemi ve gelişen savunma sanayi uluslararası alanda daha fazla dikkat çekmeye başlamış ve bunu Cumhurbaşkanı Erdoğan'ın Türkiye'nin bağımsız ve güçlü güvenlik politikaları ile daha özerk bir dış politikaya yönelim söylemleri takip etmiştir. Türkiye'de gelişen savunma sanayi ve Türk savunma sanayi ile artan karşılıklı iş birliklerine rağmen, Türkiye'de halen daha tam bir stratejik özerkliğin mevcut olduğunu ve yakın zamanda da oluşması için mevcut bir altyapının olduğunu söylemek mümkün değildir. Türk savunma sanayisinin halen ihtiyaç duyduğu ve uluslararası iş birlikleri ile temin edilen teknolojik altyapılar, küresel siyasi çalkantıların farklı parametrelerini içeren Türk dış politika gündemi ve Türk iç politikasında sürekli değişen toplumsal dinamikler Türk stratejik özerkliğinin oluşturulması için tam ve sağlam bir temel oluşturamamaktadır. Bununla birlikte, Batı dünyasında ve krizlerin devam ettiği Doğu'da değişen dinamikler ve küresel ölçekte evrilen güç ve denge politikaları nedeniyle Türkiye'nin hem jeostratejik önemi hem de dış politika tedbirleri açısından uluslararası dünyada kritik bir siyasi aktör olmaya devam edeceğinin de altını çizmek önemlidir.

    Güvenliksizleşmeden Yeniden Güvenlikleşmeye 2015 Yılından Beri Türk Dış Politikası

    Bu tez Türk Dış Politikası'nı üç farklı zaman kategorizasyonu içerisinde incelemektedir. Böylelikle, Türk Dış Politikası'nın aynı iktidar partisi hükümetlerinde neden farklılaşan özelliklere ve eğilimlere sahip olduğunun irdelenmesi için dönemselleştirme yapılmaktadır. Birbirinden farklı karakteristiklere sahip olan bu dönemlerde yaşanan önemli gelişmelerin vakalar olarak ele alındığı bu tezde, Neoklasik Realizm'in teorik çerçevesi ve Carl Schmitt'in siyaset felsefesi bütünleştirilmektedir. Teorik olarak bu yaklaşımın iç içe geçirilmesi vasıtasıyla farklı periyotlar içerisinde Türk Dış Politikası'nın yaşadığı dönüşüm ve iç politikadaki dinamikler analitik bir düzlemde entegre edilmektedir. Üç farklı dönemselleştirme olan güvenliksizleşme, dönüşüm ve yeniden güvenlikleşme dönemleri önce kendi iç dinamikleri açısından anlamlandırılarak bir bütün olarak nedensel bir bağlama oturtulmaktadır. Bu yapılırken de Türk Dış Politikası çalışmalarının diğerlerinden farklı olarak teorik düzlemde uluslararası ilişkiler teorisi ve siyaset felsefesi alanlarının açıklama gücünden yararlanılmaktadır. Böylelikle, Türk Dış Politikası'ndaki dönemsel değişimin temelinde iç politikadaki dönüşüm ve değişimlerin etkisiyle küresel sistemdeki dönüşüm ve değişimin etkisi analitik bir çerçevede birleştirilmektedir. Özellikle, iç politikada yaşanılan yapısal dönüşüm ve dış politikada yeniden güvenlikleşme dönemi arasında kurulan nedensellik ilişkisi vasıtasıyla iç politikada yaşanan aktörel değişimler dış politikanın oluşmasını da şekillendirmiştir. Bu tez, Neoklasik Realizmin teorik çerçevesi sayesinde iç politikadaki dönüşümün dış politika yapımındaki etkisini ortaya koyarken, Carl Schmitt'in politik felsefesi yardımıyla da iç politikadaki dönüşümün dış politikanın yeniden güvenlikleşme sürecine olan etkisini açığa çıkarmaktadır. Böylelikle, teori ve yaklaşım birbirine entegre edilerek tezin vakaları ve dönüşümü açıklamada farklı bir çerçeve çizmesi hedeflenmektedir.

    Revisiting the Britain-Us Triangle During the Transition From Pax Britannica To Pax Americana (1947-1957)

    This article analyses the triangular relations between Britain, the United States and Turkey in the volatile Middle East and Eastern Mediterranean region at the advent of the Cold War. It examines the political, economic and military strategies that enabled Turkey to adapt to the transitional period from the Pax Britannica to the Pax Americana (1947-1957) in the Middle East and the Eastern Mediterranean. By focusing on this turbulent decade extending from the Truman Doctrine (1947) to the Eisenhower Doctrine (1957), this study posits that the transition from the waning influence of Britain to the coalitional hegemony of the United States was protracted and multi-layered. In this context, Turkey had to walk a diplomatic tightrope while managing certain aspects of continuity and change in a volatile region.

    Nato and Turkey in the Post-Cold War World: Between Abandonment and Entrapment

    For the last two decades two fears have largely shaped Turkey's view of NATO. These are fears of entrapment and abandonment. Both are symptoms of a type of security dilemma that is peculiar to military alliances and coalitions. Both fears had their origins in the Cold War in the context of Turkey's 60-year-old NATO membership. They also led to the pursuit of autonomy in Turkish foreign policy both as a response strategy and as a strategic choice in its own right. While the former version featured a heavy dose of reliance on military means or hard power the latter version de-emphasized the military option in foreign policy and relied instead on soft power. A multitude of dynamics accounts for variations in the Turkish approach to NATO for the last two decades: Geography and regional considerations the transatlantic dynamics NATO's restructuring and transformation and Turkey's domestic dynamics. It may be suggested that NATO membership now looms large in the strategic calculations of the new Turkish elite in the aftermath of the Arab Awakening. This development might be the harbinger of the end of an era marked by fears and the pursuit of autonomy in Turkey's approach to NATO.

    A Tale of Two Military Missions: the Germans in the Ottoman Empire and the Americans in the Republic of Turkey

    Turkey requested big and influential military advisory missions against the Russian threat both from Germany in 1913 and America in 1947. Although these missions were charged with revitalising an antiquated armed force to fight a modern war as soon as possible, in reality Turkish leaders saw both missions as the first step towards a comprehensive military alliance against the Russians. The outbreak of the First World War in 1914 and the Korean War in 1950 provided chances to induce Germany and America to agree upon Turkish desires for long-term military alliance. The military missions had to transform themselves and assumed duties other than those originally contemplated. In both cases a snowballing process of growth started in a relatively short time. The inflow of thousands of military personnel, most of whom were independent of the mission command and pursued different objectives, resulted in fragmentation and sometimes anarchy. There were many similarities between the experiences of both missions. They both suffered from ignorance, insensitivity, and cultural prejudices due to their poor linguistic and cultural preparation.

    Changing Naval Balances in the Eastern Mediterranean: Implications for Turkey

    This paper is aimed at providing an assesement of the growing Russian naval strength and assertiveness in the Eastern Mediterranean and its implications for Turkey's place in the regional naval power hierarchy after Moscow's direct involvement in the Syrian conflict in 2015. Although the main focus is on the Eastern Mediterranean the region obviously cannot be decoupled from the Black Sea and to some extent from the Aegean. Therefore this paper argues that the naval power hierarchy in these three regions have both historically influenced and been influenced by developments in others.
