Abstract
Yaşanan küresel krizin atlatılmasıyla birlikte canlanan konut sektörü; diğer sektörlere de ciddi katkılar sağlaması nedeniyle kritik bir önem arz etmektedir. İnsanın en temel ihtiyaçlarından biri olan barınma ihtiyacının, her gelir düzeyindeki insanlar için karşılanabilmesi; ulaşılabilir konut sağlamakla mümkündür. Konut piyasasının daha iyi işlemesi adına önerilerde bulunabilmek için sektörün bir bütün olarak ele alınıp irdelenmesi resmi daha yukarıdan görebilmemizi sağlar. Bu çalışmanın amacı Türkiye'de giderek önemi artan barınma sorununu ve konut sektörünü reel cephesi ile bütüncül bir bakışla ele alıp inceleyerek daha iyi kavranmasına yardımcı olmak, uygulanmış ve uygulanmakta olan yaklaşım ve politikaları bulgular ışığında gözden geçirmektir.Bu çerçevede hazırlanan çalışmanın neticesinde; ülkemizde bugünkü yapı itibariyle barınma ihtiyacının ucuz, kaliteli, planlı bir biçimde yasal yoldan karşılanamayacağı ve kentlerin gecekondu gibi yasa dışı yerleşimler tehlikesine açık olduğu anlaşılmaktadır. Çalışmanın sonucunda; kamunun ihtiyaca göre az miktarda uygun fiyatlı ev yaparak düşük gelirlilere satması yararlı olmakla birlikte uzun vadede erişilebilir konut temini için devletin siyasi, hukuki ve ekonomik istikrar eşliğinde konut üreticisi olmaktan çıkıp konut finansmanı cephesinde yer alması gerektiği ortadadır. Bu itibarla ülkemizin sayılan darboğazlara çözüm getirecek detaylı bir konut stratejisine ihtiyacı vardır.
The housing sector that came to life with overcoming the global crisis, has a critical role as it contributes to the other sectors. Supplying the sheltering need, which is one of the basic needs of human-being, for people who have different income levels, would be possible by supplying reachable residence. Handling and examining the sector as a whole in order to make suggestions on behalf of residence market's making a good progress will provide that we can see the whole picture from a higher point. The aim of this study is to examine with a totaliterian look and help better understanding of the sheltering problem and residence sector with its real aspect, and in the light of discoveries revise the approaches and policies which are implemented and are still being implemented.As a consequence of this study's sense, it is understood that in respect of today's structure in our country, sheltering need can not be supplied yasally in a cheap, of good quality and planned way and cities are open to the ilyasal residence danger.At the end of the study, it is beneficial for the public to build cheap houses in a limited number and sell them to the people whose income levels are low; besides, for the long-term reachable residence assurance, government should be at the residence financing side, instead of being a residence producer with political, yasal and economical stability.Our country needs, as well, a detailed Residence Strategy that will solve out the bottlenecks mentioned.
