Although institution reared children are especially at risk for behavioral problems and cognitive delays, the role that executive function and false belief understanding might play in the social withdrawal of institutionalized children has not been examined. The current study used twöwave data to investigate the concurrent and longitudinal relations of social withdrawal with executive function and false belief understanding in institutionalized children; it also allowed investigation of the directionality between executive function and false belief understanding. Data were collected from 66 Turkish children (T1 M = 57.83 months, SD = 9.20; T2 M = 69.58 months, SD = 8.45) residing in institutions, at two time points, approximately 1 year apart. We measured false belief understanding and executive function via individual assessments, and social withdrawal via care provider reports at both time points. Results showed that both executive function and false belief understanding increased between T1 and T2, while social withdrawal did not show a significant change. Path analysis revealed that when T1 age and language were controlled, T1 executive function predicted T2 executive function, and in turn, T2 executive function predicted lessened social withdrawal at T2. In addition, T1 executive function predicted T2 false belief understanding. T1 false belief understanding was not related to T2 false belief understanding, executive function, or social withdrawal. The constellation of the twin economic and migration crises coupled with the increasingly transactional nature of the global order have forced Greece's hand in sticking to its guns with regard to its membership in both NATO and the European Union. While deterrence vis-a-vis Turkey remains a high priority Greece has had to labour to regain its status and credibility within both aforementioned organizations by evolving away from its traditional policy of balancing between its membership obligations in NATO and the EU and its more nuanced approach to relations with Russia in contrast to many other countries. This has been done with the consensual adoption across the mainstream political spectrum of a policy of strategic realism which sees a distancing from the Euro-Atlantic context as an anathema albeit the persistence of the reflex of exceptionalism and ethno-centrism. Its flank state status and the danger of further marginalization at a time of a changing Turkey have forced its hand while also presenting opportunities for the adoption of a renewed positive agenda with its neighbours.Article Citation - WoS: 7Citation - Scopus: 7Investment on Human Capital in a Dynamic Contest Model(Walter De Gruyter Gmbh, 2019) Keskin, Kerim; Sağlam, ÇağrıAlthough most contest games are modeled in such a way that the outcome depends only on the efforts exerted by the contestants what is arguably more important is the contestants' effective efforts which may be influenced also by their ability human capital strength etc. In this paper we investigate an extensive model including such an effectiveness parameter and analyze the optimal investment behavior in a dynamic conflict framework. At each period two contestants compete for a common prize by choosing contest efforts and investment levels. Each contestant's investment accumulates as his/her human capital which depreciates through time. Who wins the component contest at a particular period is determined by the contestants' effective efforts defined as increasing functions of their efforts and human capitals. Following the analysis of subgame perfect Nash equilibrium in a two-period model and of open-loop equilibrium in an infinite-horizon model we provide intuitive comparative static results.Article Paris İklim Anlaşmasına Teorik Yaklaşım: Neo-neo Tartışması, Eko-marksizm ve Yeşil Kapitalizm(Uluslararası İlişkiler Konseyi Derneği İktisadi İşletmesi, 2017) Ünver, Hamid AkınUluslararası iklim müzakerelerinde uzun yıllardır baş gösteren uyuşmazlıklar, uluslararası ilişkiler akademik ve bilimsel araştırmalarının ilgi odağı olmuştur. Bu çalışmalarda ekseriyetle, işbirliğini destekleyici ve bedavacılığı önleyici yeni müzakere ve dengeleme mekanizmaları geliştirerek, uluslararası güç eşitsizliklerini iklim konusunda birleştirmesinin yolları aranmıştır. Bu makale, ilk olarak 1997 Kyoto Anlaşması’nı takiben yapılan iklim müzakerelerinin neden başarısızlığa uğradığını ve bu başarısızlıkların 2015 Paris İklim Anlaşması ile nasıl çözülebildiğini neorealist ve neoliberal bağlam içerisinde konumlandırmaktadır. Özellikle enerji güvenliğinin sistemsel anarşi, özyardım ve göreli çıkar tespitlerine, neoliberal kurumsalcılığın verdiği kompleks çoklu-bağımlılık ve mutlak çıkar cevapları, iklim müzakerelerinin başarısı hakkında teorik bir cevap vermektedir. Makale, neo-neo tartışması kadar, iki yeni sistemsel teorik yaklaşımı da (Eko-Marksizm ve Yeşil Kapitalizm) karşılaştırmakta, bu sayede karbon salınımı ve iklim konularında cereyan eden önemli bir teorik tartışmayı, uluslararası ilişkiler literatürü içinde konumlandırmaya çalışmaktadır.Article Citation - WoS: 9The Relationship Between Attachment To God Prosociality and Image of God(Sage Publications Ltd, 2018) Bayramoğlu, Yunus; Harma, Mehmet; Yılmaz, OnurcanAlthough religiosity fosters some antisocial behaviors (e.g. support for suicide attacks) it is well-known that it also enhances in-group cooperation and prosociality (e.g. donating to charity). Supernatural punishment hypothesis suggests that the fear of punishment from an invisible potent and powerful supernatural agent can keep everyone in line and encourage prosociality. We first investigated this relationship in a predominantly Muslim country and then tested a model suggesting that attachment to God can lead people to think God as authoritarian which in turn leads them to report more prosocial intentions. The results demonstrate that (1) there are some findings suggesting that Attachment to God Inventory is a reliable measure in Turkey (2) seeing God as authoritarian is positively correlated with prosociality and (3) our abovementioned model was supported by the data. It is possible to see the traces of nuclear war and its competition in this new post-Cold War period. The contemporary threats against the cyber space and their vague boundaries could clearly be seen in the examples. Cyber attacks in this new security environment towards long lasting alliance NATO and its members are giving important clues for the future. In this article one discussed defensive measures of NATO for these new threats and the process which determined the cyber security strategies. Upon this cyber defense strategy NATO tries to level the cyber capabilities of its members and takes the necessary steps to achieve this goal. The current study examines the links between pretend play and language in 119 Turkish preschoolers at two time points tested one-year apart (Time 1 M-age = 45.82 months and Time 2 M-age = 57.68 months). Preschoolers' language competence (linguistic complexity and receptive vocabulary) was assessed along with several pretend play measures (telephone task, imaginary pantomime task, pretense score from a free play session). Results showed that concurrently the telephone and imaginary pantomime task scores were associated with linguistic complexity at Time 1 and only the telephone score was related to linguistic complexity at Time 2. No concurrent associations were found between receptive vocabulary and pretend play measures. Furthermore, a longitudinal relation was found between language competence and one pretend play measure: Time 1 telephone score predicted Time 2 receptive vocabulary score. In addition to Turkey's willingness to open up to the region recent international developments such as the discovery of hydrocarbons off the coast of Israel Egypt and Cyprus the outbreak of the Arab Spring and changes in the regional balance of power have provided momentum for Turkey's engagement with the region. This paper argues that although these factors have provided space for Turkey to play a more assertive role in the region the country has thus far failed to present a successful region-wide strategy or carve up an influence zone.Article Citation - WoS: 8Computational International Relations What Can Programming, Coding and Internet Research Do for the Discipline?(Dış Politika ve Barış Araştırmaları Merkezi, İhsan Doğramacı Barış Vakfı, 2019) Ünver, Hamid AkınComputational Social Science emerged as a highly technical and popular discipline in the last few years, owing to the substantial advances in communication technology and daily production of vast quantities of personal data. As per capita data production significantly increased in the last decade, both in terms of its size (bytes) as well as its detail (heartrate monitors, internet-connected appliances, smartphones), social scientists’ ability to extract meaningful social, political and demographic information from digital data also increased. A vast methodological gap exists in ‘computational international relations’, which refers to the use of one or a combination of tools such as data mining, natural language processing, automated text analysis, web scraping, geospatial analysis and machine learning to provide larger and better organized data to test more advanced theories of IR. After providing an overview of the potentials of computational IR and how an IR scholar can establish technical proficiency in computer science (such as starting with Python, R, QGis, ArcGis or Github), this paper will focus on some of the author’s works in providing an idea for IR students on how to think about computational IR. The aim of this article is to shed light on the US policies towards the Levant mostly during the last two American administrations to understand how the vicissitudes of the region and of American politics made Washington's policy towards the Levant look biased at times incompetent and most importantly inconsistent. This article examines the changes in approach to the region as a whole from one administration to the next on issues such as the protection of Israel's sovereignty supporting friendly regimes fighting terrorism and containing Iran. The concepts of great power politics and balance of power frame the investigation of permanent and changing dimensions of hydrocarbon geopolitics. The first of the two hypotheses tested and verified in this study is that the geopolitics of the Levant maintains its historical importance for the global hegemon and for the international state system even though the central thrust of the Levant's geopolitics has been tranformed from trade to energy. The second hypothesis is that regional and global peace and stability increase when the geopolitics of the Levant is in the control of a hegemon. Instances of conflict increase and opportunities for cooperation decrease when the Levant's geopolitics slips from the grasp of a single hegemon as a result of shifts in the balance of power. Following a discussion of threats and opportunities for conflict and cooperation in the Levant region possible strategies for the regional actors are evaluated. Lastly the threats and opportunities that Turkey faces are situated within emergent trends in the energy geopolitics of the region.Article Perception or Discourse? Security Threats in Copenhagen School and Neoclassical Realism(2011) Acikmese Akgul, SinemThis article compares the perceptive approach of neoclassical realist security understanding with the discursive constructivist methodology of the Copenhagen School in analyzing the emergence of security threats. It departs from the assumption that these theories divergent in their perspectives on the content of security threats as well as security actors are comparable since they reveal methodological commonalities. The main emphasis of this article is that while partly adopting the perceptive subjectivity of neoclassical realism the Copenhagen School has further developed an alternative model of discursive intersubjectivity in analyzing security threats. In this context it will first cover the discussions on the content of security threats in Security Studies literature. It will then compare the assumptions of various realist understandings of security on the content and emergence of security threats with a particular focus on the perceptive perspective of neoclassical realism. Finally it will study the threat approach of the Copenhagen School through its securitization theory with insights from the speech-act theory political theory and discourse analysis in comparison with neoclassical realism.Article Ideology Political Agenda and Conflict: a Comparison of American European and Turkish Legislatures' Discourses on Kurdish Question(Center Foreign Policy & Peace Research, 2017) Ünver, Hamid AkınCombining discourse analysis with quantitative methods this article compares how the legislatures of Turkey the US and the EU discursively constructed Turkey's Kurdish question. An examination of the legislative-political discourse through 1990 to 1999 suggests that a country suffering from a domestic secessionist conflict perceives and verbalizes the problem differently than outside observers and external stakeholders do. Host countries of conflicts perceive their problems through a more security-oriented lens and those who observe these conflicts at a distance focus more on the humanitarian aspects. As regards Turkey this study tests politicians' perceptions of conflicts and the influence of these perceptions on their pre-existing political agendas for the Kurdish question and offers a new model for studying political discourse on intra-state conflicts. The article suggests that a political agenda emerges as the prevalent dynamic in conservative politicians' approaches to the Kurdish question whereas ideology plays a greater role for liberal/pro-emancipation politicians. Data shows that politically conservative politicians have greater variance in their definitions based on material factors such as financial electoral or alliance-building constraints whereas liberal and/or left-wing politicians choose ideologically confined discursive frameworks such as human rights and democracy.Article Citation - WoS: 11Survey of International Relations Faculty in Turkey: Research Teaching and Views on the Discipline-2009(Uluslararası İlişkiler Konseyi Derneği, 2010) Aydın, Mustafa; Yazgan, KorhanOne of the major weaknesses of the studies on the development of International Relations (IR) curricula in Turkey is the lack of systematic data on the characteristics history development and current status of the IR academia. In order to reveal research practices of academicians and how international relations is taught and how IR scholars perceive the discipline an online survey was conducted among the faculty members of the IR Departments in Turkey in June-July 2009. Scholars were asked to answer 55 questions about the IR curriculum courses research subjects and major theoretical approaches political attitudes funds language and types of publication academic journals universities the involvement of academy in policy-making process and non-academic intellectual activities. The results of the survey indicates that IR studies in Turkey seems to be foreign policy oriented focus on Turkey and the big power policies and the discipline is under the influence of Realism.
