Article Citation - Scopus: 2Accented Essays: Documentary as Artistic Practice in Contemporary Audiovisual Works From Turkey(Routledge Journals, Taylor & Francıs Ltd, 2019) Akçalı Kuyucu, ElifThis article looks at the use of documentary filmmaking in contemporary artistic practices in Turkey, specifically focusing on three works that adopt a first-person, subjective viewpoint: Didem Pekun's Of Dice and Men (2016), Sener ozmen's How to Tell of Peace to a Living Dove? (2015), and Aykan Safoglu's Off-White Tulips (2013). Made by artists in transition, these films tackle themes of belonging and identity through stylistic choices proper to essayistic filmmaking, which allow these works to be regarded as accented essays. The personal questions raised through the aesthetics they employ become relevant to collective issues of culture, history, and memory, offering an alternative understanding of the social context, which was largely affected by the political events during the period in which they were made.Article Citation - WoS: 4Citation - Scopus: 8Accurate Indoor Positioning With Ultra-Wide Band Sensors(Tubitak, 2020) Arsan, TanerUltra-wide band is one of the emerging indoor positioning technologies. In the application phase, accuracy and interference are important criteria of indoor positioning systems. Not only the method used in positioning, but also the algorithms used in improving the accuracy is a key factor. In this paper, we tried to eliminate the effects of off-set and noise in the data of the ultra-wide band sensor-based indoor positioning system. For this purpose, optimization algorithms and filters have been applied to the raw data, and the accuracy has been improved. A test bed with the dimensions of 7.35 m x 5.41 m and 50 cm x 50 cm grids has been selected, and a total of 27,000 measurements have been collected from 180 test points. The average positioning error of this test bed is calculated as 16.34 cm. Then, several combinations of algorithms are applied to raw data. The combination of Big Bang-Big Crunch algorithm for optimization, and then the Kalman Filter have yielded the most accurate results. Briefly, the average positioning error has been reduced from 16.34 cm to 7.43 cm.Article Algı Mı, Söylem Mi? Makalenin hareket noktası, güvenlik tehditlerinin içeriği ve güvenlik aktörleri bakımından farklı perspektifl ere sahip bu iki yaklaşımın güvenliğin çalışılmasında metodolojik benzerlikler içermesi nedeniyle karşılaştırılabilir olduğu varsayımıdır. Makale, tehditlerin ortaya çıkışı bakımından yeni-klasik gerçekçiliğin algılara dayalı öznel yaklaşımının Kopenhag Okulu tarafından kısmen benimsendiğini vurgulayarak, Okulun söyleme dayalı özneler-arası alternatif bir model geliştirdiğini aktarmaktadır. Bu çerçevede, makale öncelikle Güvenlik Çalışmaları yazınında güvenlik tehdidinin içeriği konusundaki tartışmalara yer vermektedir. Son olarak, Kopenhag Okulunun tehditlerle ilgili analizinin çerçevesini oluşturan güvenlikleştirme yaklaşımının tehditlerin kapsamı ve dayanağına dair tespitlerini Okulun kullandığı söz edimi, siyaset teorisi ve söylem analizi perspektifl erinden yeni-klasik gerçekçilikle karşılaştırmalı olarak incelemektedir.Article Amplitude and Frequency Modulations With Cellular Neural Networks(Springer, 2015) Tander, Baran; Özmen, AtillaAmplitude and frequency modulations are still the most popular modulation techniques in data transmission at telecommunication systems such as radio and television broadcasting gsm etc. However the architectures of these individual systems are totally different. In this paper it is shown that a cellular neural network with an opposite-sign template can behave either as an amplitude or a frequency modulator. Firstly a brief information about these networks is given and then the amplitude and frequency surfaces of the generated quasi-sine oscillations are sketched with respect to various values of their cloning templates. Secondly it is proved that any of these types of modulations can be performed by only varying the template components without ever changing their structure. Finally a circuit is designed simulations are presented and performance of the proposed system is evaluated. In order to contribute to the discussion on the limits and peculiarities of the IR discipline and to shed light on the development current status and major characteristics of the IR studies in Turkey its place in the global IR discipline and the views of LR. scholars on major issues on the global regional and national agenda two surveys were conducted by the International Relations Council of Turkey (IRCT) in 2007 and 2009. Later on the IRTC collaborated with the Institute for the Theory and Practice of International Relations at the College of William and Mary to conduct further surveys in 2011 and 2014. V.The Susceptible-Infected-Recovered (SIR) and Susceptible-Exposed-Infected-Recovered (SEIR) models describe the spread of epidemics in a society. In the typical case, the ratio of the susceptible individuals fall from a value S-0 close to 1 to a final value S-f, while the ratio of recovered individuals rise from 0 to R-f = 1 - S-f. The sharp passage from the level zero to the level R-f allows also the modeling of phase transitions by the number of "recovered" individuals R(t) of the SIR or SEIR model. The effect of heat treatment temperature on surface morphology of the films was examined by atomic force microscopy AFM. The optical transmittance and reflectance of the films were measured over the spectral range from 350 to 1000 nm. The refractive index and extinction coefficient and thickness of the films were determined as a function of the heat treatment temperature. The refractive index increased from 1.51 to 2.02 at lambda = 600 nm and the extinction coefficient values increased from 0.006 to 0.094 while the thickness of the films decreased from 81 nm to 45 nm when annealing temperature increased from 100 degrees C to 500 degrees C. The results show that the optical properties and surface morphology of the mixed Cc/Ti/Zr oxide thin films were affected by annealing temperature. (c) 2006 Elsevier B.V. We model such problems as a superset of the standard domain of Nash (1950). We first show that this domain extension creates a very large number of new rules. In particular, decomposable rules (which are extensions of rules from the Nash domain) constitute a nowhere dense subset of all possible rules. For them, we analyze the process through which "good" properties of rules on the Nash domain extend to ours. We then enquire whether the counterparts of some well-known results on the Nash (1950) domain continue to hold for decomposable rules on our extended domain. We first show that an extension of the Kalai-Smorodinsky bargaining rule uniquely satisfies the Kalai and Smorodinsky (1975) properties. This uniqueness result, however, turns out to be an exception. We characterize the uncountably large classes of decomposable rules that survive the Nash (1950), Kalai (1977), and Thomson (1981) properties. (C) 2011 Elsevier B.V. Among various implementations of CS the inclusion of Bayesian framework has shown potential to improve signal recovery as statistical information related to signal parameters is considered. In this paper we study the channel estimation performance of Bayesian CS (BCS) for various UWB channel models and noise conditions. Specifically we investigate the effects of (i) sparse structure of standardized IEEE 802.15.4a channel models (ii) signal-to-noise ratio (SNR) regions and (iii) number of measurements on the BCS channel estimation performance and compare them to the results of -norm minimization based estimation which is widely used for sparse channel estimation. We also provide a lower bound on mean-square error (MSE) for the biased BCS estimator and compare it with the MSE performance of implemented BCS estimator. Moreover we study the computation efficiencies of BCS and -norm minimization in terms of computation time by making use of the big- notation. The study shows that BCS exhibits superior performance at higher SNR regions for adequate number of measurements and sparser channel models (e.g. CM-1 and CM-2). This new method uses a probabilistic approach that itself uses Bayesian learning to estimate the network coefficients. A posterior probability density function (PDF) is composed using the likelihood and prior PDFs derived from the system model and prior information respectively. This posterior PDF is used to draw samples with the help of the Metropolis algorithm a special case of the Metropolis--Hastings algorithm where the proposal distribution function is symmetric and resulting samples are then averaged to find the minimum mean square error (MMSE) estimate of the network coefficients. In the proposed algorithm the input or output reflection function of the matching network is expressed in terms of three real polynomials describing the matching network load and generator reflection coefficients. Next one of the polynomials is optimized to get minimum reflection function values in the passband. Then matching network topology and element values are obtained via the formed input reflection coefficient expression. Two examples are presented to explain the usage of the new approach. While regulations protect licensed systems from interference interference among unlicensed systems is left mainly to manufacturers. Consequently there is a need to develop new coexistence approaches between TVWS networks. Busy tone broadcasting is a coexistence method which can be used by TVWS networks to announce the selected frequency band is occupied. In this paper a busy tone based coexistence algorithm is proposed for IEEE 802.11af and IEEE 802.22 networks and analyzed by considering different client distributions experiencing log-normal shadowing where the exact interfering packet rate and successful packet transmission rate expressions are obtained and validated by simulations for different scenarios. The results show that with the proposed coexistence approach a WLAN can reliably detect the busy tone signal to change its frequency band and can reduce interference to WRAN. Even if there is no available frequency band for the WLAN the WRAN still maintains its enhanced successful packet transmission performance. The deployment of the proposed algorithm is important for successful coexistence between cognitive wireless networks where interference is not regulated such as in TVWS bands.Article Büyük Patlama Büyük Çöküş Optimizasyon Yöntemi ile Ultra Geniş Band Sensörlerinin İç Mekân Konum Belirleme Doğruluklarının İyileştirilmesi(Pamukkale Üniversitesi, 2018) Arsan, TanerUltra geniş band teknolojisi, birçok iç mekân konum belirleme sisteminde başarılı çözümler sunan, diğer yöntemlere kıyasla daha iyi performans gösteren, gelişmekte olan bir teknolojidir. Bu çalışmada, ultra geniş band (Ultra Wide Band-UWB) sensörler kullanılarak bir iç mekân konum belirleme sistemi geliştirilmiş ve kullanılan ek algoritmalarla, standart donanımların sağladığı doğruluk düzeyi arttırılırken aynı zamanda ortalama hatayı azaltmak hedeflenmiştir. Bu amaçla Büyük Patlama - Büyük Çöküş (Big Bang-Big Crunch veya BB-BC) optimizasyon yöntemi deneysel iç mekân konumlandırma sistemine uygulanmış ve ölçüm doğruluğu üzerindeki olumlu etkisi yapılan testlerle kanıtlanmıştır. Test alanı olarak 7.35 m × 5.41 m boyutlarında 39.76 m2 'lik bir alan seçilmiş ve özel olarak tasarlanmış bir tavan sistemine yerden 2.85 m yüksekliğe üç farklı UWB alıcı yerleştirilmiş ve 182 adet test noktasından 60 sn.süreyle toplam 10.920 ölçüm alınmıştır. Ölçüm sonuçları Büyük Patlama - Büyük Çöküş optimizasyon algoritması ile düzeltilerek, ortalama hatası önceki 20.72 cm değerinden 15.02 cm’ye düşürülmüş, böylelikle ölçüm sonuçlarının doğruluğu arttırılmıştır.Article Citation - WoS: 14Citation - Scopus: 13Capital Flows and Credit Expansions in Turkey(Sage Publications Inc, 2014) Orhangazi, ÖzgürLiterature on capital flows identifies various channels through which capital inflows could create financial fragility and economic instability in developing and emerging economies. Domestic credit expansion is one such channel. Capital inflows can lead to rapid expansion of domestic credit even create credit bubbles and thus result in an increased fragility of the economy. I analyze the link between private capital inflows and bank credit to the private sector in the case of Turkey between 2003 and 2013 and ask whether surges in private capital inflows accelerate growth of credit. I employ a logit model to investigate the link between capital inflows and periods of rapid credit expansion. The findings suggest that net private capital inflows after controlling for other determinants of credit are positively correlated with periods of rapid credit expansion.Article Citation - WoS: 10Citation - Scopus: 11Capitalism Crisis and Class: the United States Economy After the 2008 Financial Crisis(Sage Publications Inc, 2014) Dufour, Mathieu; Orhangazi, ÖzgürThe literature on the outcomes of the financial crisis in low- and middle-income countries in the post-1980 era presents three broad findings: first the burden of crises falls disproportionately on labor in general and low-income segments of the society in particular. Wages and the labor share of income fall unemployment increases the power of labor declines and income inequality and poverty increase. Capital on the other hand recovers quickly and gains more ground. Second government policies favor capital especially financial capital at the expense of the larger public. Crises also present opportunities for further deregulation and liberalization in financial markets and the rest of the economy. Third following financial crises foreign capital inflows may increase as international capital seeks to take advantage of the crisis and acquire assets at fire-sale prices. The 2008 U.S. financial crisis provides an opportunity to extend this analysis to a leading high-income country. By examining the experience of the United States after the financial crisis in terms of the questions and issues typically raised in examinations of low- and middle-income countries this paper makes an original contribution while at the same time contributing to the gradually emerging literature on the consequences of the U.S. financial crisis. We first look at the distributional effects of the financial crisis and compare this with the impacts of the crisis on capital. Then we investigate the changes in income shares of labor and capital before shifting our attention to changes in inequality and poverty. Next we focus on the role of government policies through an analysis of government taxation and spending policies. Finally we examine the changes in capital inflows before concluding with a discussion of our overall findings and further research areas.Article Citation - WoS: 4Citation - Scopus: 6Channel Estimation for Realistic Indoor Optical Wireless Communication in Aco-Ofdm Systems(Springer, 2018) Özmen, Atilla; Şenol, HabibIn this paper channel estimation problem in a visible light communication system is considered. The information data is transmitted using asymmetrical clipped optical orthogonal frequency division multiplexing. Channel estimation and symbol detection are performed by the Maximum Likelihood and the Linear Minimum Mean Square Error detection techniques respectively. The system performance is investigated in realistic environment that is simulated using an indoor channel model. Two different channels are produced using the indoor channel model. Symbol error rate (SER) performance of the system with estimated channels is presented for QPSK and 16-QAM digital modulation types and compared with the perfect channel state information. As a mean square error (MSE) performance benchmark for the channel estimator Cramer-Rao lower bound is also derived. MSE and SER performances of the simulation results are presented.
