Abstract
Engelli bireylerin toplumsal yaşama katılımını artırmak ve bağımsızlıklarını desteklemek amacıyla geliştirilen yöntemlerden biri asistan köpeklerdir. Bu köpekler görme, işitme engelli, otizm spektrum bozukluğu olan bireyler ve kronik hastalıkları olan kişiler için önemli bir yardımcıdır. Asistan köpeklerin kullanımı, engelli bireylerin toplumsal hayata daha aktif katılımını sağlamaktadır. Birleşmiş Milletler Engelli Hakları Sözleşmesi (EHS), engelli bireylerin haklarını koruma altına almaktadır. EHS, engellilerin tüm insan haklarından ve temel özgürlüklerden tam ve eşit şekilde yararlanmasını amaçlamaktadır. Türkiye’deki mevcut yasal düzenlemeler asistan köpek kullanıcıları için yetersizdir. Amerika Birleşik Devletleri ve Avrupa Birliği gibi ülkelerde asistan köpeklere ilişkin kapsamlı yasal düzenlemeler mevcuttur. Türkiye’de de asistan köpeklerle ilgili yasal düzenlemelerin geliştirilmesi gerekmektedir. Bu düzenlemeler, engelli bireylerin ayrımcılığa uğramaması ve toplumun diğer üyeleriyle birlik hayata eşit erişim haklarının güvence altına alınması için önemlidir. Asistan köpekler, engelli bireylerin yaşam kalitesini artıran ve bağımsızlıklarını destekleyen kritik bir rol oynamaktadır.
Service dogs are one of the methods developed to increase the participation of disabled individuals in social life and to supporting their independence. These dogs are important assistants for visually and hearing-impaired people, individuals with autism spectrum disorders and people with chronic diseases. The use of service dogs enables disabled people to participate more actively in social life. The United Nations Convention on the Rights of Persons with Disabilities (CRPD) enshrines the rights of persons with disabilities. CRPD aims to ensure that persons with disabilities fully and equally enjoy all human rights and fundamental freedoms. Current legal regulations in Turkey are inadequate for service dog users. Countries such as the United States of America and the European Union have comprehensive legal regulations on service dogs. Legal regulations regarding service dogs need to be developed in Turkey as well. These regulations are essential to ensure that disabled people are not discriminated against and that their access rights are secured. Service dogs play a critical role in improving the quality of life of people with disabilities and fostering their independence.
