Göç, Yoksulluk ve İnsan Hakları

Abstract

Migration and poverty are current phenomena that affect each other in today’s world where capitalism is highly dominant. In a globalized world, poverty causes migration and migration leads to poverty. Immigrants migrate from their own countries due to poverty and fall into poverty and deprivation, which is a form of poverty. Migrants suffer from social exclusion, violence, ghettoism, marginalization, and gender discrimination in their new residences. Nation-states implement their legal regulations against the poverty and deprivation of immigrants in the context of their security concerns, not for social justice. Countries that are highly sensitive to the protection of social rights for their own citizens are seen to be silent in the case of immigrants' social rights. It is a fact that immigrants, whose social rights are not protected, are exposed to different forms of poverty all over the world. With the spread of competitive capitalism, the problem of violating the social rights of immigrants becomes unsolvable. With this study, it is aimed to question the place of human rights of immigrants in immigration and poverty duality, and to reveal the main factors in the elimination of poverty and deprivation.

Kapitalizmin egemenliği altındaki günümüz dünyasında göç veyoksulluk birbirini etkileyen iki güncel olgudur. Küreselleşen dünyadayoksulluk göçe, göç de yoksulluğa yol açmaktadır. Göçmenler kendiülkelerinden yoksulluk nedeniyle göç etmekte göçtükleri ülkelerde busefer yoksulluk ve yoksulluğun bir türü olan yoksunluğa düşmektedirler.Göçmenler yeni ikametgahlarında sosyal dışlanma, şiddet, gettolaşma,marjinalleşme, toplumsal cinsiyet ayrımcılığı gibi bir dizi haksızlığauğramaktadır. Ulus devletler göçmenlerin yoksulluk ve yoksunlarıkarşısında yasal düzenlemeleri sosyal adaleti sağlamak amacıyla değilkendi güvenlik kaygıları kapsamında yerine getirmektedirler. Kendivatandaşları için sosyal hakların korunması bakımından son derece duyarlıolan ülkelerin göçmenlerin sosyal hakları söz konusu olduğunda sessizkaldıkları görülmektedir. Sosyal hakları korunmayan göçmenlerin hergeçen gün dünyanın dört bir yanında yoksulluğun değişik biçimlerinemaruz kaldıkları bir gerçektir. Rekabetçi kapitalizmin yayılmasıylagöçmenlerin sosyal haklarının ihlal edilmesi sorunsalı çözümsüz bir halalmaktadır. Söz konusu çalışma ile göç ve yoksulluk ikiliğindegöçmenlerin insan haklarının yerini sorgulamak, yoksulluğun veyoksunluğun ortadan kaldırılmasındaki temel etkenlerin ortaya çıkarılmasıamaçlanmaktadır.
