Resmi Dil ve Anayasalarda Düzenlenişi

Abstract

Resmi dil konusu zaman zaman ülkemiz gündemini meşgul ediyor. Görünen odur ki gelecekte de meşgul etmeye devam edecek. Peki resmi dil nedir? Anayasalarda nasıl düzenlenmektedir? Bu makale, öncelikle resmi dile dair bir tanımlamayı takiben, farklı ülke anayasalarında resmi dile dair düzenlemeleri ve bu düzenlemelerin arkasında yatan hukuki ve siyasi bağlantıları yargı kararlarına da referans vererek ortaya çıkarmayı amaçlıyor. Makalenin diğer bir amacı da resmi diller karşısında diğer dillerin yine anayasalardaki konumunu ortaya koymaktır.

The subject of official language has been the topic of daily discussions in Turkey in recent years. Apparently, it is likely to occupy a place on the national agenda in the foreseeable future as well. So what is an official language? How is it codified in constitutions? This article, following a definition of an official language, is trying to shed some lights, firstly, on the provisions regarding official languages in different constitutions, and secondly, the political and legal background of these provisions with reference to relevant judicial decisions on the application of them. Another aim of this article is to clarify the status of languages other than the official language(s) in the constitutions.
